When I open Downloads folder I have to wait for the content to load seconds. When the content is loaded, it does not take so much time next time I try to open it. Other sites suggests that changing the folder optimization to “General Items” fixes the issue. Unfortunately this is not my case. I still experience the problem after changing the setting. I reinstalled Windows 10 and still experience the issue.

If the issue does not persist, then suggest you to perform a Clean Boot. A clean boot is performed to start Windows by using a minimal set of drivers and startup programs.
